The recent SARS crisis was a key moment of politicization for the networks of hundreds of stray cat feeders who operate on Singapore streets each night. Members of the Cat Welfare Society had been conducting a modest but successful population control campaign, involving the sterilization of cat colonies in residential areas. But due to a series of misunderstandings (the most absurd being that domestic cats are related to the "civet cat", the mongoose-like animal that according to other rumours transmitted the SARS virus to the person who ate it in Guangzou province, Southern China), both the animals themselves and cat feeders are now seen as a threat to public safety. SARS provided the Singapore government a fail-safe new reason to renew it's historic obsession with hygiene and historic practices of surveillance. A nation-wide culling of strays was initiated, leading to a head-on confrontation with animal welfare groups. This has meant that stray cat feeding has become a somewhat covert operation.
